Our Leadership Team

Scott Delmarr

President

Scott leads Congress Billing with over 10 years of experience in the Behavioral Healthcare RCM Industry with emphasis in Substance Use Disorder Billing. During his career, Scott served as Chief Executive Officer for two of the Largest RCM companies in the Behavioral Healthcare space. Scott attained valuable expertise as a Forensic Accountant for a top regional Accounting firm in South Florida, and has served as a consultant and mentor to third party RCM companies within the Behavioral Healthcare Industry. Scott exemplifies the Congress Billing mission to ensure that all Congress Billing’s clients have a proven low-cost RCM solution that provides maximized Insurance Reimbursements in the quickest attainable time possible.

Dannielle Swart

Director of Operations

Dannielle began her career in Behavioral Healthcare in 2014 and has served as the Director of Admissions for two organizations before joining the Congress Billing team. Dannielle has specific experience working alongside RCM Executives, supervising marketing strategy of outside agencies, and business development. Dannielle’s mission in her role of professional development and account management is to demonstrate Congress Billing’s values of professionalism, ethics, and transparency.

Bridget Chesnes

LMHC, Utilization Review Manager

Bridget joined the Congress Billing family as the leader of its Utilization Review Management team. Bridget received her BS degree in Education from Loyola University in New Orleans in 1995 and her MS Degree in Mental Health Counseling from Nova Southeastern University in 2002. She is a Licensed Mental Health Counselor, Qualified Supervisor, previously Certified Addiction Professional, and trained in Crisis Intervention Services. Bridget has extensive experience working as a therapist in multiple treatment settings with all levels of care including Primary substance abuse facilities, dually licensed facilities, corrections settings, and as a private psychotherapist. Bridget was recruited by New Directions (Florida Blue Behavioral Health Management) as a Utilization Review Manager, Team Lead, and was promoted to Supervisor of Utilization Management before joining the Congress Billing team.

Paul Clark

Senior Data Analyst

Paul Clark is Congress Billing’s Senior Data Analyst focused on actionable data insights to support goal attainment. Paul brings reporting and data analytics expertise developed over a range of industries, including corporate retail and commercial real estate before entering the Behavioral Health field. Paul provides valuable insight on weekly, monthly, and quarterly key performance indicators (KPI’s) in addition to key success indicators (KSI’s) and ad hoc reporting on improvement metrics. Paul’s expertise gives Congress Billing clients the information they need to be able to maximize data capabilities and ROI.

Working alongside a strong legal team, we are dedicated to advocating for the behavioral health industry through legislation and lobbying initiatives. It is also crucial that we are aware of all the existing laws, new laws and any amendments to those laws that may affect reimbursements for behavioral healthcare providers.
